If the state owns the resources then it is usually the management that ends up enriching themselves while the rest get left behind. What's needed is some kind of compromise where the state owns the resource but farms out its management to business who take agreed but modest profits and bonuses. The rest is poured back into the community to provide health care, education, etc.
