SHOOT TO KILL TO STAY

After reviewing the circumstances surrounding the police shooting of Jean Charles de Menezes in the London Underground it has been decided that the procedures for dealing with suspected suicide bombers will not change. According to Reuters:
Human rights group Liberty says the review is unlikely to increase public confidence in police tactics.
More importantly, the decision is unlikely to increase suicide bombers' confidence that they won't be shot in the head.
